REQUIREMENTS:
ALL APPLICANTS: A satisfactorily completed
application/renewal form must be received by the BCI before the
processing time period starts. An application that is
incomplete is not considered “satisfactorily completed” and will
not be accepted by the BCI. It will be returned to the
applicant for correction and submission.
RENEWAL APPLICANTS: Timely renewal is the
responsibility of the license holder. The BCI does
not send out license expiration or renewal reminders. If
your license expires during the renewal process you cannot carry
concealed until you receive the new license. You must
submit a satisfactorily completed renewal form within 90 days of
the expiration of your license in order to avoid retesting.
- Please Note:
Effective January 1, 2012, the time
period to begin the renewal process
changes. Beginning 1-1-2012, the
renewal process must be started not
more than 180 days prior to the
expiration of the license and not
less than 90 days prior to the
expiration of the license. Renewals
started less than 90 days before the
expiration date are invalid and will
not be accepted by the BCI.
INVALID FORMS: Beginning July 1,
2011, BCI will destroy invalid applications.
The applicant will receive a notification by mail
that the application/renewal was invalid and has
been destroyed. The applicant will be required
to start the application/renewal process again,
including obtaining photographs, fingerprints, etc.
as applicable. We apologize for any
inconvenience this may cause and encourage
applicants to ensure the application is valid before
submitting it. An application is INVALID and
will be destroyed if:
- It is not the current form. The current form
has an issue date of 06/2011. (NOTE: Old
application forms being processed by local law
enforcement will be accepted by BCI if the law
enforcement agency received the application
prior to July 1, 2011)
- It is not an original form issued by the BCI.
- The law enforcement official(s) who signed
the application is/are not from the applicant’s
city and/or county of residence.
- Applicant began the renewal process more
than 90 days prior to the license expiration.
- Applicant began the renewal process more
than 90 days after the license expired.
North Dakota's
Class-2 Concealed Carry Permit
The minimum
age for the applicant is: 18 years
old
An applicant is required to successfully complete the open book test offered
for the Class-I permit.
Applications must be signed by the Sheriff of the county in which the
applicant resides. If the applicant lives in a city with a police
department, the application must also be signed by the Chief of Police.
As soon as the Bureau of Criminal Investigations receives the application
and starts processing it – you will receive your permit back in
approximately 6 to 8 weeks.

North Dakota's

applicant shall participate in classroom instruction that covers North
Dakota and Federal firearms laws, the use of deadly force laws of North
Dakota, complete an open book test based on the 2011 ND Concealed Weapons
Permits Manual, demonstrate familiarity with a firearm, and pass the
certified firearms proficiency exercise.
Applications must be signed by the Sheriff of the county in which the
applicant resides. If the applicant lives in a city with a police
department, the application must also be signed by the Chief of Police.
As soon as the Bureau of Criminal Investigations receives the application
and starts processing it – you will receive your permit back in
approximately 3 to 6 weeks.

Iraq veteran Chris Seil reacted immediately when he heard
shattering glass followed by a woman's scream outside his Bismarck, N.D.,
home. Retrieving a handgun, he went outside and confronted a 19-year old,
who then fled. Seil chased him down and held him at gunpoint until police
arrived. The suspect was later charged with several offenses, including
burglary and terrorizing.

Grand Forks Herald - 10/15/1997
After his son alerted him to a gunfight in progress near
their home, Michael McIntee of Towner, North Dakota, grabbed a .22-250 rifle
and went to investigate. He found a county sheriff wounded and a man
threatening to kill a woman and two children. Believing the sheriff dead,
McIntee fired once, hitting the man. The woman began to flee, and the man
shot at her. McIntee fired once more, stopping the attack. The man, who
turned out to be the woman's ex-husband, then turned his own gun on himself.
He had a history of spousal abuse and violence. McIntee said, "My goal was
to prevent him from killing her and the kids."

The Bismarck Tribune - 6/17/1988
With his wife screaming at an intruder hiding in their
Bismarck, ND home - Hal Peterson grabbed an unloaded revolver from a
gun cabinet and ordered the man out. When the stranger lunged at him,
Peterson slapped his hand away with the gun barrel, then stepped back and
cocked his pistol. The man fled. Police captured a suspect a short distance
away, recovering a $5,000 ring belonging to Peterson's wife and charging the
individual, who had been released from jail the day before, with two felony
counts of burglary.

Asleep in his isolated rural home near Fort Yates, N. Dak.,
Dick Barrett was awakened when both front and back doors crashed in and four
men appeared, threatening his family with clubs and axes. But Barrett
grabbed his revolver, and when the fight was over one intruder was dead, two
of them were wounded, and the Barretts were unharmed.
